The Canadian Constitution Act, 1982 recognized First Nations peoples (the term used in Canada) Since the Royal Proclamation of 1763 First Nations have been considered sovereign citizens of Canada. Natives can choose to remain sovereign (having their own government, making land claims, pledging allegiance to the Queen) or having closer ties to mainstream Canada.
