When Does Sceptile Learn False Swipe?

In the game Pokemon Ruby I am trying to capture Latios. But I don't want to use my master ball cuz I am transfering it. I am working on Sceptile but I don't know when it learns False Swipe, can anybody tell me when Sceptile learns False Swipe?
