I have absolutely no idea of where good piercing shops are located in Alabama, but you're probably not going to find a good, safe, clean one that would be willing to pierce minors without parental consent, you see what I mean?
For future reference though, once you find a good shop and turn the proper age (or get fake pieces of ID), you aren't going to want surface bars on your hips. Really, it's a tricky piercing to pull off. If done exactly correctly, most surface piercings should have an 80% success rate, but I don't know if that includes the hip (you're going to have a lot of irritation from clothing unless you're a nudist), and quite frankly, perfectly done surface piercings are a little hard to get. I've heard one pro say that they've never done a fully success hip piercing with a surface bar. They always rejected.
What you'll be wanting instead are micro dermals (or possibly dermal anchors, but I'm pretty sure micros have a lower rejection rate). They're basically little pieces of metal you get anchored into your skin, with a ball protruding and removable from the surface. If you got two of these together beside each other, they'd look like a surface bar, and work even better.
But if/when you plan on getting these, do your research. You may have to travel a bit to get them done by a piercer who actually has experience with micro dermals, considering they're a relatively new procedure. I'm afraid I don't know of any piercers who do micro dermals, in your area or anywhere else, but you could probably ask the fine folks on www.bmezine.com
