Why wont my sunbeam water cooler chill the water?

Its got power, I can hear the compressor running and the thermostat is turned up. The little fridge at the bottom doesnt work either.

Yes,if the compressor is actually pumping,the charge has either leaked out or is low.They only take a couple of ounces,usually of 134a.In rare instances the metering device is restricted.
You can check the compressor with an amp probe to make sure that it it is running.

If the compressor is running and it is not cooling that only leaves a defective compressor or the refrigerant has leaked out. I'm taking for granted the coils are clean.
