he'll wear a 40 or 42 suit jacket, depending on the width of shoulders etc.
the pant length would be 29

Just go to the men's department and tell the sales person of the measurement of this particular person as to what would be equivalent size to a suit. Remember this, that a suit can come into two styles:
"tailored" and "boxy".
In terms of pants, you also need to be sure if the person is a high, short or proportionate waisted. This is important so you will know the inseam.

that is my size and I wear a 42 to 44 as I have wide shoulders and as for a guy 5'6" I would think about a 26 pant length would be average
