Question

I told him I was moving on because he obviously wasn't going to be with me and I want someone that wants to be with me, exclusively. He agreed to go our separate ways and now he's texting me way more than usual and trying to be cute and sweet and acts interested in my life and if i'm doing well. I really care for him and I know he's a good person at heart, but I can't understand why he can't leave me alone if he doesn't want to be in a relationship with me. We've really never been just "friends"

What is his deal??

He still wants you around, at least when it's convenient for him. What he is "at heart" is irrelevant, if he doesn't make you happy and he's not what you're looking for in a relationship, then move on.

i think he realized that he take u for granted and now that ur not with him alot anymore, he realized he really likes u and maybe he wants another chance.
