Question about unemployment. Time length.?

Okay say a person hasn't had a job in a while from December 2007-Early 2008.
Can they still file for unemployment on that job if they haven't had any luck at finding a job. I'm kinda confused about it. Or is unemployment only for that one year of work...2009 even if they didnt work?

Ohh the spam these unemployment questions can generate
To ACTUALLY answer your question, UI benefit is based on highest 3 month wage period in the past 18 months.

that means your earnings from January 08 to
June 09 would be used to calculate your benefit rate
