How do you build a school or hospital in The Sims 3?

Hi ! Ok so yeah, i have the Sims 3 and i actually tried to build my own hospital so i could see "inside" of it. But after i built it, the little red sign that indicated that the building was a hospital, it changed to something else and you weren't allowed to work there because there was no option. How do i build a school or any other community place for that matter? I know its possible because i've seen people's youtube videos and theyve made their own schools. but how do i do it??

take a good look again about video that you're watching on youtube or you can try change the building into lot not house.
