You don't really need to measure the water to an exact amount, just put some into a large pan (big enough pan to hold your pasta and water to cover the pasta). Turn the stove on high so as to get the water to boil faster. Adding salt is optional. Some say the salt causes the water to boil faster, but that is a myth. It only makes the pasta taste saltier. Some like it saltier, some do not. A quart is a quarter (1/4) of a gallon, 32 ounces, 4 cups.
http://en.wikipedia.org/wiki/Quart . How much per person depends on the appetite... the rule of thumb is 4 ounces of uncooked dry (as opposed to uncooked fresh...) pasta per person. So look at your package to see how many ounces are in there, if it is 16 ounces (1 pound; 1 lb), use 1/4 of the package per person. However, it never hurts to make a little extra and have leftovers. When things are boiling they are bubbling, yes. You can test one piece of pasta after a few minutes to see if it is the consistency you like and if it is too hard for you cook another minute or two and try another piece until you get it to the consistency you like (it gets softer the longer it cooks).
