If you buy UGGs on their website, it doesn't count tax; but if you buy them at retail stores, do they?

If you live in the US, you only pay sales tax if the transaction takes place in the same state as the company you are buying from.
For example, you are in Florida (either you live there or are visiting), a Florida shop will have to charge you Florida tax.
If you buy mail order from a warehouse/factory in Florida, you will also have to pay sales tax.
Buy mail order from any other state, and you won't.
So, assuming their mail order operation is "out of state", you don't pay tax - only people in the same state will, and only then if they are in a state that has sales tax.

If you pay sales tax for shoes in your state you will pay sales tax. I used to live in Florida. If I purchased shoes online, not only would I pay tax on the shoes, I had to pay tax on the shipping too. (Good old Florida, taxes practically everything.) I just purchased a pair of shoes online yesterday and I live in PA. I only paid the price of the shoes and price of shipping, no tax, because PA does not tax shoes.
They will add the tax on after you put in your billing and shipping info. That's how it worked when I lived in Florida, because it's one of the states that charges sales tax on shipping costs. It never added the tax until right before I hit the "complete order" button.
