Your cheeks really are nice, but they're neither high or chubby. You have sculpted ones, though!

To get cat eyes, it's simply all about the liner and sweeping it out at the ends. This is a great tutorial I think you'll benefit from:

HIgh cheekbones have nothing to do with chubbiness, you can have both high cheekbones and chubby cheeks, basically high cheekbones are placed higher than average on the face and they're VERY rare, most people say all hollywood celebrities have them but that's not true, they just have chiseled toned cheekbones. You can't get high cheekbones if you weren't born with them, but you can definitely achieve sculpted cheekbones through face exercise !

Also it's hard to tell if yours are high or not, but you're a diamond face shape, diamonds have nice cheekbones anyway because the bone structure of them is slightly more dramatic than that of the other face shapes, it's a very nice face shape.
