Should I dress nicely in front of guys/ my crush in general? Or do they not care as long as you have "personality"?

I mean, do guys notice what girls wear?

And if I want to impress my crush, is dressing nicer (not slutty of course) one way to get his attention?

Yes we do notice what girls wear it may seem that we don't but we do. if you dress nice for this guy an she him your personality than he should fall for you like you fell for him. flirt with him in a way that lets him know you like him an if he flirts back that shows that he cares for you as well. just be yourself
