Is it rude to bring another artist's work and ask for something similar?

It's just some generic simple outline of a tattoo.
I don't want it exactly like that but I want to bring that in for just the reference.

Nothing wrong with that at all. Eliminates a lot of the 'guess-what-I'm-thinking of' game. Wish more people would do that.

I dont think its rude but some tattoo designs are copy-righted by the original artist.

depends on the artist, some tattoo people dont draw

of course not. most artists won't do the same thing as another artist, but in terms of referencing what you are thinking, absolutely you can do that. it makes it easier for the artist if nothing else.
