It depends what type of modeling you want to do.
Fashion modeling (Kate Moss) generally requires their models to be at least 5'8". Even Kate Moss pushes it, she's only 5'7" I believe.
There are other kinds of modeling you can get involved in though, if modeling is what you truly want to do.

And someone above said something about if your face is stunning... That is not the case. It is about beauty, and we all know beauty is in the eye of the beholder. You do not have to be what is considered 'pretty' by everyone. A lot of models out there don't have conventional looks, and are extremely successful.
Also, I wouldn't bother looking for an agency. Most agencies want tall models, unfortunately. What I would do in your shoes is get a photographer (you may have to pay him/her first) to take photographs for a portfolio. Make sure the photos show your versatility (very important!). Try get some interviews yourself and bring your own portfolio with you, hope for the best!
It is doable!
PS: modelmayhem.com is an excellent site. You can make an account and meet photographers in your area, and photographers can find you. It really is a great way to get started.
Good luck (:

That is VERY short for a model, but if you are confident that your face is stunning, go to an agency and ask them what they think. (But do not pay ANY money - that´s an old con - getting hopeful models to pay for their portfolio. A reputable agency wouldn´t do that.)

For fashion modelling, that is too short. 5' 9" (69 inches) is the minimum, and most are 70 - 72 inches.
However, for glamour modelling (bikini, lingerie, nude) you can be any size.
