Why does cigarettes always comes before alcohol in the phrase cigarettes&alcohol?

1.When you put words together separating them with the word 'and' the word that goes first has the least amount of syllables. (Bob & Susan)

2.In cases like this when they have the same amount of syllables, words that begin with consonants go first and words that begin in vowels go last. (Ciggarettes & Alcohol)

3.If both words have same amount of syllables and are both vowel or consonants, you do it alphabetically. (Bill & Bob).

4. If they have the same amount of syllables, begin with the same type of letter, and begin with the same letter, go to the second letter. (Amy & Andy)

5. If they have the same amount of syllables, begin with the same type of letter, begin with the same letter, and you continue going down the next letter but one word stops out before the other and you still haven't gotten it alphabetically yet, the shortest word goes first. (Al & Ale)

6. If it's the same word twice it obviously doesn't matter. (Morgan & Morgan)
