Absolutely! You should never.. NEVER hinder yourself from expressing what's on your mind, whether it's through verbal or visual forms of communication.
I myself went to school for graphic design. Mind you, it wasn't my first choice when I was looking into colleges, but after I spent a semester learning about Typography, Fundamentals of Design, etc.. I realized that I had a lot more in common with the field.
Personally, not to brag but I am a decent drawer/illustrator... but it's the "design" aspect that I'm deeply passionate for. It's taking your ideas and translating them into "visual communication".
If you're having doubts as to whether or not you should continue to pursue fashion design.. YES! While I attended school with some of my peers, I came across some who couldn't draw well either. But there are subtle shortcuts and methods to make designing easy and fun. Plus, as you study/go along in your major.. you'll learn fundamentals of drawing to help build your skills. After all... "practice makes perfect". And even if your drawing skills look a bit off... you have the opportunity to find your own style. And as a designer (even in fashion).. you're commended and revered more for your own unique style. You're the one who will one day "set trends"... so why fill yourself with doubts believing you have to draw/design under someone else's style?
As far as "is fashion for anyone?"... No, it's not for anyone. But in your case.. it can be. You already say that you enjoy drawing clothes on figures and putting your ideas on paper. That right there is enough evidence to prove that you have an active imagination for new/great ideas! True, fashion.. or design is not for everyone. It's not to sound rude or mean, but I feel that those with a passion to convey their ideas into visual/verbal forms of communication (i.e. - expressing their ideas), shouldn't keep it locked away.
So I say... don't give up! ^_~

Look, heres the truth:
Do you think Michael Jordan was always good at basketball, do you think he could always shoot three pointers and here that perfect swishing sound? no. it took practice. not just over night did he become this huge basketball star who made every shot he took. Rome wasnt built in a day.
Do you think Oprah Winfrey EVER thought she would own her own show, and become a huge inspiration to everyone around her? no. it took time. her show didnt just become a huge hit overnight, it took time to build what it is today.
Do you think Taylor Swift ever thought she could be nominated for Grammy's before she even turned 20. no, her work, her music, took years to create. not every song was a number one hit, it takes time for perfection.
My message to you is to keep trying and dont give up. You make SUCK at drawing, but you have the knowledge, and ideas, thats all that counts. Imagination sets us free.
