Can Hydro cut off service in Ontario in the winter, for being behind on your bill?

I've heard conflicting stories. Can someone please help?

Last time I checked, any service that isn't receiving payment can terminate service. Laws very from region to region, but morally you have no claim if you're not paying.

no and yes....if the tempature goes above a certain degree then the can shut it off in the winter but as long as the temp stays below freezing the answer is no
