Why is Canada in Afghanistan but not in other countries?
At first Paul Martin declined then accepted. Why?
Why is Canada so concerned about this country and terrorism but not about Darfur, Congo, Rwanda? Why so concerned about educating girls but not doing anything about girls being sold into prostitution in South East Asia? Why is so many tax dollars being spent and so many health care cut backs?

Canada has curent deployments in Syria, Israel, East Timor, Cyprus, Republic of the Congo, Ivory Coast, Sudan, Haiti, Bosnia, as well as Afghanistan.
Not bad for a bunch of non-interventionists.

Canada has been sending troops on and off to Haiti for a decade to attempt to stabilize the turbulent political environment.
Canada sends a great deal of relief to Darfur, Syria, Cote de Ivoire, East Timor, Israel, Haiti, and even the USA in times of crisis by way of the Blue Beret Canadian Peace Keeps as well as the Canadian Red Cross.
Canada is regarded as not intervening, simply because their idea of getting involved is not sparking a war or civil uprising. Instead they maintain security, and ensure the most fragile citizens are evacuated and having their needs met.
Canada is in Afghanistan due to a NATO obligation. Canada allocated troops and forced dependent upon UN allocations.

First of all, I'm assuming you're actually Canadian. Of course, I'm not a representative of the Canadian government, but I can speculate. Canada has a lot in common with both America, and with Europe. One of the biggest similarities between Canada and Europe is the sentiment of "warlessness". That is the belief that the use of military force as an element of statecraft rather than a means to achieve national security is both politically irrational and morally unacceptable. Therefore, by popular appeal, Canada has a non-intervention foreign policy which excludes them from the ability to exert themselves abroad. However, Afghanistan was the immediate retaliatory response to 9-11. The NATO alliance considered America to have been attacked, and sense the Taliban refused to give over Bin Laden, it deemed military action justified. In that sense, Canada was and is honoring their treaty commitment.
In addition, Canada does not have the ability to project themselves abroad militarily. It is note worthy that the majority of Canadian troops in Afghanistan were transported there by NATO (particularly American) transport aircraft. That is because your country maintains a policy of "defense dominance".
As far as the other things mentioned, it takes political will.

Because the war on terrorism is being fought in Afghanistan and not in any other country.
By the way, I noticed that Florida has won more Stanley Cups than any team in Canada the few years. eh
