Although everyone will always say July 1st 1967", Canada officially gained the right to dictate its own foreign policy in 1926.

"They are autonomous Communities within the British Empire, equal in status, in no way subordinate one to another in any aspect of their domestic or external affairs, though united by a common allegiance to the Crown, and freely associated as members of the British Commonwealth of Nations."

It depends on what you call "independent". Bear in mind that before the Imperial conference of 1926, Great Britain dictated the foreign policy of Canada - for instance, the British sided with the Americans in the Alaska Boundary Dispute and Canada was forced to settle for a lesser deal - and then there was the First World War. Canada didn't enter voluntarily (although we would have, given the opportunity like in the Second World War); Canada's actions were still dictated by Britain.

So although Canada gained the right to manage its internal affairs, governing, elections and such things, our actions among the international community were restricted by the British until the Imperial conference and the Statute of Westminster, passed in the early 30's.

Source(s): Summary: We were named "Dominion of Canada" in 1867, but the British still pretty much had the run of the place. It wasn't until the 30's that we were allowed to really do stuff on our own... Imperial Conference 1926 http://www.foundingdocs.gov.au/resources/transcrip...

Before then we had no power to change the constitution. Depending on how the next election goes we might actualy use that power.
