It means when do something with no regard....like a "Bull in a China Shop". Think of it as a free for all or if you see a young kid who's looking through his toy chest and just ripping through the toys and tossing them all over the place while he's trying to find ONE thing!

Basically it means to abandon all sense of responsibility or consequence and just take the plunge despite the possible outcome.

It means very simply to forget about whatever consequences might come out of your decision, and to choose to do something because it'll probably be fun.
