"Miss Tessmacher," is not a canonic DC character and was invented for the first Superman film. Despite the fact that the character was little more than a sight gag, she reappeared in Superman II and actually had a bit more time on screen than she did in the first film. Tessmacher has no inherently unusual abilities, and appeared to have an intelligence level that was well below average. No clue was given to her background, although it appeared she was from an urban enviroment and was undoubtedly an American. In "Superman," " Miss Tessmacher" (as Superman called her) was essentially a comic foil, mainly to Lex Luthor but also to Superman. In "Superman II" she gave aid and confort to Superman after he lost his powers. Other than her relatively brief appearances in the two films, Eve Tessmacher has played no other roles in the Superman mythos.
If she's turning up in Smallville, it means the writers have a character with no background, and with firmly established personality, who they can develop as they see fit. Presumably Tessmacher would just be a blond bimbo, but since she is essentially just a cypher, anything could be done with her, and you'll just have to wait and see what the writers have planned.
