enforcement is tapping his phone they must have a court issued warrant.
No. A phone tap is a direct wired connection to a phone line.
Changing the number won't help.
Phone tapping is also illegal. The police should be notified at once.

no, if her cell is tapped with spyware, she needs factory reset the phone to get rid of it.
