Why does my laptop say 1.99 gb of Memory and not 2?

I'm wondering why it says 1.99 but not 2, and is this a lot of memory when running Windows XP?

    Yes, Operating system files uses some amount of Ram. 1.99GB is Excellent. you can use it. For example if your hard disk is 120GB. when you format and create partitions on it, It will reduced to 110 or 117GB space.
