There's never been a ferry between the City of Toronto and New York City. The one that ran between Toronto and the south side of Lake Ontario went bankrupt due to lack of business.

If you're asking if there is a ferry between Toronto and New York, the answer is no. There was, for a time, a ferry that ran between Toronto and Rochester, New York called "the Breeze" but the service failed and was ultimately cancelled.
