CSA employs engineers as opposed to scientists.
CSA several opportunities for students too (probably co-op like programs, internships, etc.) They will team with scientists at different institutions (particularly universities and affiliated institutions) when working on instruments, but these researchers will generally serve in an advisory capcity and perhaps as Principal Investigators (i.e. first dibs on the data) for instrumentation missions, such as the Meteorology package on Phoenix.
It is physically located in Ottawa and St. Hubert, Quebec.Source(s): CSA home: http://www.space.gc.ca/asc/eng/default.asp Jobs: http://www.space.gc.ca/asc/eng/about/careers.asp CSA Phoenix involvement home: http://www.spahttp//answers.yahoo.com/question/;_y...
