Would this be lobbying?

If I want to propose to the local bus service commision, that they should have garbage/recycling bins on the buses, would that be lobbying? What if I were to also present proof like surveys, pictures, etc...please help.

    Lobbying is the pPactice of attempting to influence legislation. Lobbying is performed by agents, called lobbyists, of a particular interested group, known as the lobby. The lobbyist may request votes either for or against pending legislation. The term derives from the way in which these agents formerly confronted legislators in the lobby or hallways directly outside a legislative chamber. You are not lobbying in that sense of the word.
