What does "guaranteed to make a Tory scream for Low Tariff" mean?

It's from a book called Who Has Seen the Wind by W.O. Mitchell.

    The Tories make up the conservative party in Britain. I'm guessing the book is alluding to the American Revolution? The Tories, in that case, were those people faithful to King George and in disfavor of the Revolution. As the British were implementing high tariffs upon products in the colonies, the revolutionaries would, of course, be complaining about such practices while the Tories would stand firm and pay the tax without too much hesitation (much less "scream" for reduction). It means that something is guaranteed to be wildly effective, change peoples' minds radically, or be a complete success.
