The Children's Aid Society does not take anonymous complaints. Under the Child and Family Services Act, every person has a duty to report reasonable suspicions that a child needs protection.
All information given to the CAS, including your identity remains confidential unless you provide consent or there is a court order to release the information. The person is also protected from civil liability.Source(s): http://www.oacas.org/childwelfare/duty.htm

I'd like to think that they do. Give them a call and ask if you may submit an anonymous complaint. If you can't, you may simply want to give a first name and request that they not share your information. I can't imagine that they don't accept anonymous complaints.
