What automakers have done this?
What automakers knew about a specific problem in one of their cars, but decided to not recall it because they figured that the cost of recalling would be more than all the lawsuits?
The recent toyota one comes to mind and also the ford pinto.

Practically all of them have. It's unfortunate that Toyota is in the spotlight.
Every company eventually comes to a decision about cost to repair, versus cost to recall.
And 9 times out of 10, they just wait to see if they need to recall.
Pretty pointless essay. All you're going to do is point out that people try to save money every way they can. People buy cheap cars, then complain that they're not in great shape. Toyota tries to save money, and gets sued for it. It's all the same.

The worst problem was with GM and Chevrolet pick ups of the seventies, the ones with side tanks. This set up it is claimed killed ten times as many people as the Pinto did. But GM never issued a recall, they used every stalling tactic they could till the number of surviving truck with the problem was so small that the federal agency dropped the issue.
There was the Firestone tire debate on Ford Explores too.
There are others, but none as gross disregard that Toyota has shown that covers so many of a single brands cars in such a short time frame.
