Who issues service dog certificates

There is very little regulation in Canada. Certification is done by individual programs that train service dogs. Very few will certify dogs they did not themselves train. In some areas of Canada, only a doctor's certification of disability and that the dog is trained to do something to mitigate that disability is all that is required. However, I don't follow Canadian laws as closely as US laws because I live in the US and can't be certain that is the case in Ontario. Therefore, you should check with the Ontario Human Rights Commission. They're the ones who will know for certain what is required and where to get it.Source(s): I'm a disability advocate in the US.
