If any country would send a nuclear bomb. would they have to start a war first?

No, he could just shoot a missile without warning, but I really don't think North Korea is going to nuke you. Kim Jong Il and his son want the rest of the world to respect them, which is why they keep flexing their muscles with missile tests and the like. He's attention starved and insecure, but he's not an idiot. He knows that if he nukes South Korea or another ally of the US, he'll be vaporized within a week or two. Even though I'm pretty sure about this, I would be scared if I lived there too. Maybe you could move?

No...but they will not with causing irreparable damage to their own country...South Korea has been fine for the past 50 years...Kim is flexing his muscles again in an attempt tot steal more aid from the World to feed his hungry people and himself...
He does this about every 3-5 years when he is feeling ignored.

No, they wouldn't have to. But any country that nukes an ally of the United States can expect an equally destructive if not more devastating nuclear counterattack.

I think launching a nuclear missile would be a pretty clear start to a war.

Sending a nuke generally implies a declaration of war.
Stay out of big cities and bone up on your survival rules:
Nukes are survivable if you are 50 or more miles from where they hit.
