Can it be fantasy? "The Hunger Games" by Suzanne Collins, "The Warrior Heir" by Cinda Williams Chima, and "Uglies" by Scott Westerfeld all have elements of governmental corruption (and they're all really good reads!)

Of course, if you want to go down the historical fiction route, there are always the classics like "1984"/"Animal Farm" by George Orwell, or "Heart of Darkness," by Joseph Conrad. ("Heart of Darkness" is entirely about political corruption as a result of greed over natural resources - in this case, rubber).

The Heart of Darkness by Joseph Conrad.

Copper Sun is about a runaway slave. You can use the cruelty of the slave owners and the staple crop wherever she's at as the commodity.

Uncle Tom's cabin is also a good one.
