    On March 31st 2003.

953,397 service members were based in the continental United States

IE: those in alaska and Hawaii, or in US territories are not included.

On March 31st 2003 there were 1,414,517 total active duty service members.

    2. So 67.4% of active duty service members were in the continental United States
