How come my graphics card isn't working?

My graphics card is an ATI Radeon HD 5850. The computer turns on, but the screen glitches (colors, lines all over) and eventually freezes and I get a blue screen.

It came like this out of the box. Could it be overheating?

    Did it ever work or is it just recently broken? Maybe you have overclocked too high. Try dialing it back.

    EDIT: Overheating could cause that too, but if you just got it, and it's not working, return it right away for a new one!

    I basically ensue to be dealing to that difficulty until now I enter and regrettably as quickly as you install a PCIe card it automaticaly turn off the onboard video , I attempt all my tricks yet not something so like it or not you may desire to get a dvi in case you desire to apply twin computer screen

    Well that's obvious, because it's an ATI card.
