a fixed cutter bit can be many things these days - most have polycrystalline diamonds inserts installed on the blades. These PCD bits can used in any rock type. The old style fixed cutter or "drag" bits were used in very soft rocks like gumbo shale. The roller cone bits would ball up and not work in very soft rock but would work in all other rock types. Goggle Schlumberger and check out their dictionary of oil field terms
