Engine revving issues, help?

A couple months ago my cars engine started to idle high (2-3k rpm) and constantly rev the engine when the car was not in motion (park, neutral, or stopped). I took the IACV off and noticed that it was very sticky and the valve would stay open/closed because of this. I replaced the IAVC and that solved the problem until recently.

What else could cause this problem? I can't find any vaccuum leaks so I don't think that is the culprit.

Any input is appreciated. Car is a 99 Accord 4 cyl.

The throttle body was cleaned when I had the IACV off.

Did you clean the throttle body and IAC port, If you didn't clean that it probably gummed up again.

Take the IAC off again and clean it and the throttle body port good.

Even if you did clean it take it off again and check to see what is going on.
