I will explain the USA Financed Hitler in the hope he would go to war with the communists

As late as 1940, in the "unofficial war," Bendix Aviation supplied complete technical data to Robert Bosch for aircraft and diesel engine starters and received royalty payments in return.

"If America loses this war," said Secretary of the Interior (Harold) Ickes, June 26, 1941, "it can thank the Aluminum Corporation of America."
"By its cartel agreement with I.G. Farben, controlled by Hitler," writes Seldes, "Alcoa sabotaged the aluminum program of the U.S. air force. The Truman Committee (on National Defense, chaired by then- Senator Harry S. Truman in 1942) heard testimony that Alcoa's representative, A.H. Bunker, $1-a-year head of the aluminum section of O.P.M., prevented work on our $600,000,000 aluminum expansion program."

I think this question is not only asking about fascist puppet regimes in the countries occupied by the Germans, it is also asking if there was anything that other large nations could have done to prevent or divert the events that ultimately led to the Holocaust. There is also the case that not all Germans were Nazi party members and not all those involved in the Holocaust were Nazi party members (or German).

While the Nazis were the Prime Movers, in all fairness, it has to be said that many countries quickly embraced the Nazi Racial Theories with considerable enthusiasm and cooperated fully to extend the Nazi policies: France, Czechoslovakia, Hungary, Roumania, Italy, Sweden, Poland, all had enthusiastic factions that actively supported Hitler and helped round up Liberals, Trade Unionists, Communists, Socialists, Jews, Catholics, Homosexuals, Artists and Musicians and send them off to the Death Camps. .
In many cases, they competed with the Nazis in proving they they could be more 'efficient' and brutal and certainly much of the Holocaust atrocities were carried out by non- Germans.

Much of the Shoah relied on the German and other people co-operating - Hitler was relying on an ingrained anti-semitism that has persisted in Europe for centuries, and where that failed - force.
