What is 'democratic communication'?

Can someone please define for me 'democratic communication'

    Since no one has answered your question, I'm going to guess that is has something to do with free speech and the method with which we get our information out there on different political positions. Perhaps the use of blogs, online newspapers such as the Huffington Post, print and television media are all part of democratic communication. Also online forums such as this one are a method of democratic communication in which much of the world is able to participate. (Although it probably is banned in some countries.)
