All federal policing is handled by the RCMP. That being said, the OPP, SQ, and all large municipal police services (Vancouver, Toronto, Edmonton, etc) all have sections that conduct large scale drug, organized crime, and terrorism investigations.

Yes, in Canada every agency is part of the RCMP. They actually share information with different departments.
