Way to clear customs quickly?

Question

When I was coming back from the states a few weeks ago, I noticed some people skipping the customs line and scanning their passports through an atm-like machine. I heard something about those people needing to do background checks and security scans (and pay) before their passports were given this status. Anyone know what the process is called or how to get it?
