Politicians seek to be both, but when choosing one or the other, I would say loved.

Simply because when people fear something, it isn't long till they start hating it, and that, for a politician is dangerous, to both his career and his life.

Though, I think that it depends heavily on the person's position and the type of government. In a dictatorship, fear is better because it means people will listen to you. While in a democracy, love is better, because then they will be re-elected.

I think Hitler is a great example of what politician's seek. He used a means of propaganda and charisma to gain the people's favour. By the majority of German's, he was loved, adored, worshipped. Yet he created fear with displays of strength and aggression through the military.

We're way past Machiavelli. Machiavelli's theory is that each time in history needs its own type of government. This was because during the Renaissance in Italy, civic humanists advocated a return to a republic. Machiavelli witnessed much of the destruction of the Valois-Habsburg wars in Italy and saw the only solution for the Italian states to remain strong was to have a leader who was both feared and loved. It was better for him to be feared.

Anyways Machiavelli's theories never took hold in Europe. Monarchs to the north of the Alps were always encouraged to rule in a moral way. It's true that although some monarchs such as Henry VIII ruled a bit in a Machiavellic manner, it wasn't a common occurance. The was the Renaissance and early modern period and we're past it now.

Governments don't need to be loved nor feared, a state's power is already supreme.
