How does it work when a country has a prime minister and president?

I noticed that some countries have a prime minister and president, but I don't understand who is the head of state, or why they would bother with both.

In some cases, such as Israel, I only hear about the PM (Netanyaho) in the news, and I never hear about the president (Peres).

    Presidents are typically heads of state, and if there is a prime minister, he or she is the head of government. In cases like this, presidents are often without much governing control, and their duties are administrative, diplomatic and ceremonial.
