It means you have a picture, and it's 1/100 the size of the real thing. Say you're drawing a picture of a fish, and it's 100 cm. long, and its tail is 20 cm. tall. So the picture would be 1 cm long and the tail would be .2 cm tall.

scale of 1 to 100. 1 being minimum and 100 being maximum.
