What if an Olympic-hosting city isn't ready in time for the Olympics?

I just read an article about Brazil and the Olympics, and saw that they haven't even posted a budget yet. It got me wondering, do they have back-up cities that can host the Olympics if another cannot?

    Athens was so far behind construction that the IOC threatened to move the games to Sidney. Whether or not a back up city could host depends on the situation. When Beaver Creek, Co. voted not to fund the construction they moved the Games to Lake Placid, N.Y., but that allowed them a couple of years to get up to speed.

    The IOC does have check points and if the host city is obviously not prepared they can move the location.
