Why are Canadians excluded from earnings on Yahoo Contributor?

I can publish my writings with the Yahoo Contributor, but only U.S. residents will be paid for their work. Why are Canadians excluded?

Update:

HubPages Earnings Program pays writers from outside the U.S. when non U.S. individuals complete the Internal Revenue Service Form 8233 (in order to claim a tax treaty exemption from withholding). This is another example where Canadians are left out of the loop!

    Because of complicated tax laws. "If you are not a citizen or legal resident of the U.S., you are not eligible for payment due to U.S. tax regulations."
