I want to build a computer, where do I start?
I have a feeling I'm opening a huge can of worms. I basically need someone to point me in the right direction. If you know any good computer hardware forums.. things like that.
Also, what could I get on a budget of $700?

You can start by getting your parts, of course! http://newegg.com is a good place for computer parts, and it is trusted. It also has low prices for most items.
I know only one good computer hardware forum, and that is Toms Hardware. http://www.tomshardware.com/
Here's what you could get on a budget of 700$.
AMD A10-5800K Trinity 3.8GHz (4.2GHz Turbo) Socket FM2 100W Quad-Core Desktop APU (CPU + GPU) with DirectX 11 Graphic AMD Radeon HD 7660D
ASUS HD7770-2GD5 Radeon HD 7770 GHz Edition 2GB 128-bit GDDR5 PCI Express 3.0 x16 HDCP Ready CrossFireX Support Video Card
CORSAIR CX600M 600W ATX12V v2.3 SLI Ready CrossFire Ready 80 PLUS BRONZE Certified Modular Active PFC Power Supply
Rosewill LINE-M Micro-ATX Mini Tower Computer Case, Dual USB 3.0, come with Dual Fans, Support up to 4 Fans, 12.5" card
ASUS F2A55-M LK PLUS FM2 AMD A55 (Hudson D2) Micro ATX AMD Motherboard with UEFI BIOS
Crucial Ballistix Sport 4GB 240-Pin DDR3 SDRAM DDR3 1600 (PC3 12800) Low Profile Desktop Memory Model BLS4G3D1609ES2LX0 (Buy 2)
Okay, so I basically did a fast part look-up, I am not sure if it is exactly 700 (Probably over).
Here's some computer building instructions:
Hope I helped you out!

First try your local library for some books about basic computer architecture.
