On the baseball prospectus podcast "Effectively Wild" on September 24th, 2013, Ben Lindbergh and Sam Miller ranked playoff rotations, you may be interested to listen.

My rankings (Projected top 4, though not necessarily in order as some teams plan for 1 game playoff):
Tigers (Scherzer, Sanchez, Verlander, Fister)
Dodgers (Kershaw, Greinke, Ryu, Nolasco)
Red Sox (Lester, Buchholz, Lackey, Peavy)
Rays (Price, Moore, Cobb, Archer)
Reds (Latos, Bailey, Leake, Arroyo/Cueto)
Cardinals (Wainwright, Miller, Wacha, Kelly)
Pirates (Liriano, Burnett, Morton, Cole)
Indians (Jimenez, Kluber, Kazmir, Salazar)
Braves (Medlen, Minor, Teheran, Garcia/Maholm)
A's (Colon, Parker, Griffin, Gray)
All these teams have very good rotations. The Tigers and Dodgers are in a tier of their own
