Why was Julius Rosenberg known by the secret code name that was used while he was spying for the USSR?

'Julius and Ethel Rosenberg were executed in the electric chair at sundown on June 19, 1953.[

'Notes by U.S. Signals Intelligence Service cryptographers identify the code-names LIBERAL as "Julius ROSENBERG", GOROZhANKA as "American Citizen", FIZKUL'TURNITsA as "Probably a Member of the Young Communist League", and ENORMOZ as "Atomic Energy Project".[51]'

Why was this code name used for an American traitor who worked as a spy for a communist state?

Julius Rosenberg’s code name was Liberal. His wife apparently was not given a covert identity. If you read the book, “Spies: The Rise and Fall of the K.G.B. in America,” you may understand a whole lot more about this time of history. This book is by John Earl Haynes, Harvey Klehr and Alexander Vassiliev, a former Soviet espionage agent.

And if someone was code named "Conservative" would all Conservatives be traitors? This kind of insinuation is contemptible.

Are all Republicans coke users because one does? Is every Tea Party member a racist because some are?
