Do the states that fought on the side of the Union during the Civil War have the right to refuse?

to recognize the validity of all the marriage licenses that were issued by the states that fought on the side of the Confederacy

    I would think so. History is written by the victors. All acts against the Union can be considered treasonous so though I'm not sure that the marriage may be condemned under US law, it certainly can be dismissed because it was not regulated under US law.
