Your mustang is still using the EEC IV computer as the connector to read the trouble codes is under the hood near the battery as top end scan tools with OBD I & II capabilities would be used as you would have to use the ford adapter and follow the instructions to where to hook up the connections.

Using the good ol' paper clip or an analog multimeter to watch gauges sweeps is what works on a 94 GT.

check the fuses that power up the ECU engine control unit

Your car is OBD I. There's no OBD II port. IIRC the diagnostic port is under hood near the fusebox ( I could be wrong though). You'll need an OBD I scanner.

    Are you using OBD1 or OBD2 ??

In 1995 (or 96) they changed the system over to OBD2
